|Commanders use modified version of henchmen sets for their primary and armor sets for their secondary.
Their henchmen sets use melee attacks instead of ranged ones. They only have one upgrade power which grants a mixed bag of additional powers between what Masterminds' two upgrades give for a respective set. The other upgrade, along with a given set's gimmick power and biggest henchman, are traded for additional attacks.
In general, Commanders' armor sets come with their physical shield, mez shield, and elemental/energy shield. The self heal and tier 9 become AOEs that affect the Commander's henchmen at the cost of potency. The passive resistance power also becomes a point-blank AOE at full potency. In the case of self-rez tier 9 powers, they grant the henchmen regeneration buffs and an on-defeat effect - either damage or debuffs to foes - since they can't apply a resurrect if the Commander is defeated. The rest of each armor set is filled in with buffs or debuffs.
Commanders' ancillary power pools come with a moderate-damage single-target ranged attack, a snipe, a single-target hold, an AOE debuff, and a ranged AOE attack.
